From tactical tool to first responder
Police use of drones began mainly as a tactical and specialist capability: aerial photography of crime scenes, search and rescue over difficult terrain, and support for firearms and public order operations. That remains a significant part of drone use, but the fastest growing application by far is Drone as First Responder, generally abbreviated to DFR, in which a drone stationed in a weatherproof docking station launches automatically or on remote command the moment an emergency call comes in, reaching the scene in as little as 90 seconds and streaming live video back to a control room before officers on the ground arrive.
In the United Kingdom, DFR is being rolled out as a coordinated national programme led by the National Police Chiefs' Council, with early adopter forces including Cleveland, West Midlands, Norfolk, Thames Valley and Hampshire and Isle of Wight operating jointly, North Yorkshire, Cheshire, and the Metropolitan Police. Cleveland Police reported using its DFR capability to respond to 73 live incidents in the opening months of 2026 alone, deploying drones to tasks ranging from searching for vulnerable missing people to tracking suspects and locating illegal off road bikes. Drones are typically piloted remotely by an operator based in a control room some distance from where the aircraft is actually flying, rather than by an officer standing nearby.
The scale of adoption in the United States
Growth in the United States has been considerably faster and is now the more heavily scrutinised side of the story. Any police department wanting to fly a drone beyond what its pilot can see with their own eyes needs a waiver from the Federal Aviation Administration, and the number of agencies obtaining one has surged. According to the Electronic Frontier Foundation, only 976 such waivers had been granted in total between the first DFR programme launching in 2018 and April 2025. After the FAA streamlined its approval process that same month, more waivers were issued in the following ten months than in the previous seven years combined, taking the total past 1,000 public safety agencies by February 2026.
Proponents point to concrete operational benefits. The Chula Vista Police Department in California, one of the earliest adopters, has reported that launching a drone before dispatching officers allows it to resolve roughly a quarter of calls, chiefly ones that turn out not to be genuine emergencies, without sending a patrol unit at all. That is presented as a genuine efficiency gain rather than simply additional surveillance, since fewer unnecessary dispatches frees officer time for calls that do need an in-person response.
What the surveillance concerns actually are
The Electronic Frontier Foundation and other civil liberties organisations argue that the speed of this rollout, driven by a regulatory change rather than by public debate in each city where a programme launches, has outpaced meaningful scrutiny of what a permanent aerial surveillance layer over a city actually means in practice. A drone stationed on a rooftop and capable of reaching most points in a coverage area within 90 seconds is, by design, available to be launched far more often than the genuine emergencies that justify it, and the boundary between responding to a specific call and routine aerial monitoring of public space is not always sharply drawn in how these programmes are policed once deployed.
Data retention is a recurring practical concern. Guidance aimed at agencies setting up a programme has suggested a 30 day retention period for footage with no evidentiary value, with material relevant to an investigation or prosecution kept for longer, but this is industry recommended practice rather than a legal requirement in most jurisdictions, and retention rules vary between individual departments. Telemetry data, including a drone's flight path and altitude over the course of a deployment, is generally treated as an official record in its own right, separate from any video captured, which raises its own retention and access questions.
Where the evidence base stands
Academic research specifically evaluating DFR programmes remains at an early stage. A short report published in the American Journal of Criminal Justice in 2026 examined the range of call types that DFR units in one American agency actually attended, finding a genuinely diverse mix of incidents rather than a narrow specialist use case, and explicitly called for further research given how recently agencies have begun using drones this way. That is broadly representative of where the evidence stands: individual departments report favourable statistics on response times and call clearance, but independent, methodologically rigorous evaluation comparable to what has been conducted on technologies such as gunshot detection has not yet caught up with how quickly the technology is being deployed.
What is not settled
Whether DFR programmes measurably improve safety outcomes, as distinct from providing faster situational awareness, has not been established by independent research at any scale. There is no consistent national standard, in either the UK or the United States, governing how long footage and telemetry are retained, who can access them, and whether they may be shared with agencies beyond the police force that operates the drone, including immigration or other federal authorities in the American context. And because the FAA waiver process that enabled the recent surge in American deployments was a regulatory streamlining rather than new legislation specifically addressing drone surveillance, the public and legislative debate that accompanied earlier controversial technologies, such as facial recognition, has in most cities not yet happened at all for drone as first responder programmes, even where deployment is already under way.
