IJOP is a mobile app and backend platform used by police and officials in Xinjiang, aggregating data that reportedly includes facial imagery, and by other researchers' accounts iris scans and DNA samples, alongside behavioural and religious-practice indicators such as mosque attendance or specific travel patterns, to flag individuals as requiring further investigation or detention.

Human Rights Watch obtained and reverse-engineered the app itself, publishing a detailed technical report in 2019 documenting how it worked from the inside, rather than relying only on secondhand description, which is part of why this is among the better-documented instances of algorithmic policing anywhere, despite the severe restrictions on independent reporting from the region generally. It has been linked to the arbitrary detention of up to a million Uyghurs and other Turkic Muslims, among the most severe documented consequences of any system on this tracker, which is why it's recorded as its own entry distinct from the national Skynet/Sharp Eyes network rather than folded into it.
